According to the method for changing the surface stress state of the magnesium substrate and the application thereof, ultrasonic micro-arc oxidation treatment is carried out on magnesium and an alloy matrix thereof, an oxidation film is formed on the surface of a magnesium alloy by utilizing an ultrasonic micro-arc oxidation method, meanwhile, the surface stress state of the magnesium alloy is changed, so that the surface pressure stress value of the substrate is improved, the surface stress state and magnitude of the substrate can be changed while a protective film is formed on the substrate, the magnesium and the alloy thereof are subjected to surface modificationtreatment, and the ultrasonic power is controlled in the process; the prepared magnesium with a micro-arc oxidation coating and the alloy thereof have the characteristic of the surface pressure stress, the ultrasonic micro-arc oxidation operation of the preparation method is simple and feasible, the production cost is low, an electrolyte used is simple in component and does not have a toxic effect, and no harm is caused to the environment; and a prepared material can be used for automobile, aerospace and bone tissue defect repair materials, support materials for bone tissue engineering, and the like.
