The preparation method disclosed by the invention comprises the following steps: preparing a collagen-chitosan porous scaffold, soaking the collagen-chitosan porous scaffold into a Tbeta4 solution, so as to obtain the composite Tbeta4 collagen-chitosan porous scaffold; and sequentially carrying out chemical crosslinking treatment and freeze drying treatment on the composite Tbeta4 collagen-chitosan tissue engineering scaffold. According to the composite Tbeta4 collagen-chitosan tissue engineering scaffold disclosed by the invention, regeneration, reconstruction, repairing and healing of hard-to-heal wounds of skin caused by diabetes mellitus and the like can be obviously and effectively promoted.
